Why do I have bumps on my tattoo that are very swollen and itchy, ive had my tattoo since october?

The bumps that are on part of my tattoo are so raised and itchy and some of them even popped and had a white liquid come out. Does anyone know why this happens? Have you had this happen to you? and how do i fix this.

ps. no red ink..its on a black part and my tattoo is on the top of my foot
are you sure you haven’t got an infection, where did you have your tattoo on your Body?
